北京理工大学继续教育暨现代远程教育学院 毕业论文 类　别： 远程-专升本 专 业： 工商管理 班 级 北船院2003级 (教学站) 姓 名： 张竹 毕业设计题目： 退休人员公寓建设可行性研究 ＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿＿ 指导教师姓名： 靳艳军 摘 要 退休人员公寓特性：规模大、人数多；设施先进、配套齐全；服务完善、管理规范；环境优美、收费合理。 兴建退休人员公寓是应对我国人口老龄化问题的积极举措，是倡导社会化养老和发展新型养老模式的一种探索和创新，它既是居家养老的有益和必要补充，填补了我国社会养老模式的空白，也代表了养老的一种发展年、方向；它既是应对人口老龄化问题的需要，同时也是实现人口、经济、社会可持续发展、构建和谐社会的需要。 兴建退休人员公寓有良好的社会效益：有利于缓解城区压力；有利于营造退休乐园，发挥老人宝贵资源；有利于老年产业和老年服务业的发展；有利于当地社会经济进步；有利于增加就业岗位；有利于充分利用社会资金；有利于促进社会和谐。 兴建退休人员公寓可以通过多种方式取得良好的经济效益：退休人员公寓在以租为主的前提下，可以采取会员制、押金、长期租赁、房屋抵押、反按揭、置换等方式回收资金；在条件许可的情况下，也可经批准出售部分住房及商业用房回收资金；也可通过提供各种优质服务获取收益；也可通过整合老人资源，开发新的产业，增加收入；还有利于志愿服务，接受捐助等。 退休人员公寓的建设及管理服务可采取多种运作方式和模式：成立全国性的退休人员公寓建设集团；劳动保障部门下属机构自行建设；劳动保障部门下属机构与相关企事业单位成立联合股份公司，共同联合建设和管理；有实力和社会责任感的企业、社会团体、个人在统一指导下，自行建设和管理。 关键词 退休人员公寓；特性；效益；运作模式Abstract The characters of the Retirees’ apartment: Large-scale, multi-number;advanced facilities, complete sets; perfect services, normative management; beautiful environment, reasonable fees.
