“民办公助”投入机制调研报告
一、小型农田水利“民办公助”的基本内涵
㈠、小型农田水利的定义、性质和特点
农村小型农田水利工程是指农村的小水库、塘坝、机电井、蓄水池、抽水站等小型水利工程,爱辉区小型农田水利工程重点是灌溉和除涝水利工程,以及节水灌溉项目工程。
小型农田水利建设采用“民办公助”方式,对农民用水户协会或农民专业合作经济组织、村组集体、农户等自愿开展的小型农田水利建设项目,财政给予补助。
㈡、提出小型农田水利“民办公助”机制的背景和目的
实行农村税费改革、取消“两工”后,小型农田水利建设面临严峻挑战。一方面,发展现代农业对农村水利提出了新的更高的要求;另一方面,取消“两工”使农田水利建设的投入大幅度减少,农田水利工程特别是小型农田水利工程状况有进一步恶化的趋势。
针对上述情况和问题,2005年,中央财政设立小型农田水利建设补助专项资金,当年安排3亿元,启动小型农田水利建设“民办公助”试点,2006年中央财政补助资金增加到6亿元。从各地反映的情况来看,中央财政小型农田水利补助专项资金,
