基于县域的财政支农规模效益研究 I 摘要 农业的发展离不开政府的支持和保护，财政支农是世界各国的普遍做法。提 高地方政府，尤其县级政府的财政支农效益，促使支农支出真正落实到农民急需 的地方，以便更好地发挥支农支出在促进农民增收、推动农业发展、保持农村稳 定等方面的积极作用，对于贯彻中央农村发展战略、建设社会主义新农村、促进 社会经济的持续稳定发展，具有重要的理论和现实意义。 本文以农村公共产品理论、农村公共财政理论、农业支持保护理论等相关理 论为基础，考察分析了临安市财政支农支出绝对规模、相对规模、财政支农强度 以及财政支农效果的现状，重点研究了财政支农支出的产出效益和产出弹性，并 得出结论：（1）从规模上看，临安市财政支农支出总额、净额及其增长速度都是 逐年上升的，财政支农支出总额、净额占财政总支出的比重，财政支农支出占农 业 GDP 的比重总体上都呈现出上升的态势，财政支农支出强度逐年提高；（2） 从支农效果现状上看，较大的财政支农支出对农业 GDP 的促进作用越来越不明 显，呈现一定的滞后性，而且城乡居民收入的绝对差距也呈现逐年扩大的趋势； （3）从财政支农支出产出效益上看，临安市财政支农支出的产出效益总体上呈 现下降趋势；（4）从财政支农支出产出弹性上看，临安市财政支农支出效益时高 时低，很不稳定，而且整体上呈现逐年下降的趋势。 同时，通过对临安市相关涉农政府部门的访谈和调查，进一步探讨了临安市 财政支农支出过程中存在财政支农支出不尽合理、财政支农支出相对分散、财政 支农项目资金使用不尽规范、财政支农资金的监管职能不到位、财政支农项目资 金的分配不够科学等问题。最后，在统计分析和现实考察的基础上，针对性地提 出了直接转变财政支农支出形式、引导社会闲散资金和社会资本投入农业、注重 农业基础设施特别是农田水利建设、明确财政局等涉农部门的管理责任、实行财 政支农资金集中支付制度等政策建议。 关键词：财政；规模效益；财政支农；支农支出II ABSTRACT It is a widespread method to develop the agriculture with the support and protection of governments, especially the fiscal expenditure for supporting agriculture around the world. It has important theoretical and practical significance to improve the benefit of fiscal expenditure of local government, especially the governments at county level for supporting agriculture, to implement fiscal expenditure spending at the county level where the farmers need, promote the increase in farmers income and the development of agriculture, maintain, to implement the rural development strategy of the Central Committee of the CPC , construct the new countryside, and promote the continuous and steady development of social economy. Based on the rural public goods theory and the rural public fiscal theory and related theory as a foundation, examine and analyze the absolute scale, relative scale, supporting strength and the status quo of the fiscal expenditure for supporting agriculture, and the effect of fiscal expenditure for the output efficiency and elasticity. research shows that the net total expenditures incurred, fiscal expenditure for its growth ra
