户籍制度改革中的问题研究——以成渝地区为例 摘要 我们新国家刚成立时，人们可以自由的迁徙户口。自从城市的户口登记制度开始以后，规定必须实行城市户口登记，所登记的方面有出生、死亡、迁出、迁入、社会变动等。1958 年的 1 月，全国人大常委会颁布了《中华人民共和国户口登记条例》，至此户籍管理制度开始正式确立。从此，自由迁徙便不存在。改革开放后，由于我国的经济发展，特别是农村土地承包制度的推广及改革，解放了农村劳动力，大多数的农村劳动力空闲了下来并且开始流动外出，这就完全打破了原有封闭得二元户籍管理体系。本文从户籍制度改革的历史下笔，对成渝地区户籍制度改革中的问题进分析，并提出了自己在户籍制度改革方面的意见建议。从而为户籍制度改革提供可靠的理论研究支持。 关键词：户籍制度；户籍制度改革；问题；对策  Abstract Our new country was founded, the people are free to migrate accounts.
