当代中国海关组织管理结构的变革研究 摘要：我国经济进入新常态的情况下，经济转型成为了当前发展的主题。对外贸易经济是我国经济发展中的重要内容，作为中国海关部门，在对外贸易经济的发展过程中，起到了非常重要的作用，同时也存在不少的问题。因而，积极转变海关部门职能，对其组织管理结构进行变革，是提升政府自我治理水平的重要表现。本文就海关部门组织管理结构的变革进行详细的研究。 本文的研究共分为七个部分，第一、二部分是导论与理论基础，这是本文必要组成部分。第三部分为中国海关足足管理结构状况及国外海关组织管理结构概述；首先对中国海关结果设置的历史及现状进行归纳说明，其次对美国、英国和日本的海关组织管理结构方面进行了概述；第四部分为当今国际大环境下的海关的职能转变。首先，分析了国际环境下的经济环境、政治环境以及科技环境；其次，对我国海关职能转变从以下三个方面进行描述：职能社会化转变为重点，从重经济职能向全面实现海关职能转变，从重数量管理向重质量效益管理转变；五部分为促使海关组织管理结构变革的动力，分别从外部动力因素和内部动力因素进行了阐述；第六部分中国海关组织管理结构的理想模型设想。分别从狭义和广义上对中国海关组织管理结构的理想模型进行了设想；第七部分为结论与展望。 本文的研究具有重要的理论意义和现实意义。本文的研究采用了大量对比和案例来研究我国海关组织管理结构的变革问题，极大的丰富了该领域的研究内容；本文的研究对于我国海关未来组织管理结构的变革起到一定的参考和借鉴意义。 关键词：海关 组织管理 结构 变革 Abstract: Chinas economy into the new normal circumstances, the economic transformation has become the theme of the current development. Foreign trade economy is an important part of Chinas economic development, as Chinas customs department, in the process of foreign trade and economic development, has played a very important role, but also a lot of problems. Therefore, it is an important performance to improve the level of self governance of the government to change the function of the Customs Department, and to change the organization and management structure. This paper makes a detailed study on the reform of the organization and management structure of the Customs Department. The research of this paper is divided into seven parts, the first and the two parts is the introduction and theoretical basis, which is the necessary part of this article. The third part is the China customs for management structure and foreign customs organization management structure overview; firstly, Chinese customs history and current situation of setting results were summarized, followed by the United States, Britain and Japan Customs Organization management structure are discussed in this paper; the fourth part is the international environment under the customs function transformation.
