摘 要 关键词：航运政策，航运法规，演变，启示 ABSTRACT China is a maritime power, the shipping market has a bright future, whether of the socialist market economy or global economic integration, all require us to change based on market economy and establish the times of shipping regulations, and establishing our of building a socialist market economic system, the overall requirements. However, the market can optimize the allocation of resources only under the perfect system in the policies and regulations. We have established a socialist market economy with Chinese characteristics, the same need to establish and improve laws and regulations as a prerequisite. In the shipping area, the capitalist countries, such as the United States, Japan and some European countries have better prefect shipping regulations, which is an important guarantee for improving status in the trade market. Both the development and nurturing shipping market, the development of international and domestic trade or protection of national shipping industry of which considerations, it must establish a sound maritime laws and regulations.
