Selected the Bohai’ panel data from 1995 to 2011 and the input-oriented super-efficiency DEA-Tobit model to evaluate the total factor energy efficiency of the economic region around the Bohai Sea. The results show that: although the total factor energy efficiency of the economic region around the Bohai sea is higher, but there are many differences between provinces and cities; there are negative correlation between industrial structure and the technical progress, the opening degree, the structure of energy consumption and the level of economic development has different influence to the total factor energy efficiency.
