Appendix 2: Required Documents When Applying for Compliance Certification 1. When applying for compliance certification, the following documents shall be provided: 1.1. Application form (to be completed in application format). 1.2. Gasoline vehicle model emissions testing compliance certification [draft (to be completed in the application format)] 1.3. Authorization documents provided by foreign vehicle manufacturer to the designated domestic dealer. The authorization documents shall endow the domestic dealer with full authority to represent the automobile manufacturer, and bear the same responsibilities. Without attaching authorization documents, the applicants may submit an application through an association of importers and with a letter of guarantee to guaranteeing that they will bear the same responsibilities as the vehicle manufacturer. 1.4. A letter of guarantee for compliance with emissions standards and durability requirements. 1.5. Quality control plan for mass-produced gasoline vehicle emissions control; the plan shall conform to the following provisions: 1.5.1. The control quality plan shall include the following content: Self-conducted random testing method Random test ratio Testing items: minimum the testing items shall include driving cycle testing, idle testing, and On Board Diagnostic (OBD) system offline testing. Performing organization name for the test Instruments and equipment Test results and a complete record of the testing Deployment data for personnel implementing the quality control plan Flowchart of plan implementation Improvement methods for problem issues Other supplemental explanations 1.5.2 For domestic made vehicles, the conformity of production testing should be performed by the inspection and testing organizations accredited by the central competent authority. 1.5.3 For imported vehicles, the conformity of production testing should be performed by the inspection and testing organizations overseas approved by the central competent au
