Although every state and local government introduced the elevator safety management measures, but did not get effective implementation, there are still users of elevator safety responsibility is not clear, safety consciousness, the elevator safety management existence erroneous zone, and elevator design, manufacturing, installation of non-standard legacy security risks and other issues. Keywords：elevator；safety management；accident；measures 目 录  1 绪论 11 电梯安全 随着时代进步，经济的快速发展，人口问题日益严重。一幢幢拔地而起的高楼缓解了随着人口增长带来的住房问题。而高楼内仅有的运输工具——电梯，也成为了家喻户晓的存在。电梯的快速发展，服务了大众，使得人们不再望楼兴叹。但时不时发生的电梯安全事故，却又使得人们望梯生惧。 据统计，到202年的时候，我国所拥有的电梯数量约有34万台，而每一万台的事故发生率为156，死亡人数为133，到2012年这十年里，电梯数量增长了7倍多，而万台事故率和死亡率分别为015和011，虽然电梯的大基数使得事故电梯数量变得更多，死亡人数也在增加，但是就发生率而言，下降了近10倍。这样的数据与国外的发达国家电梯安全水平基本相同。就2012年这一年来说，全国发生电梯安全事故有36起，导致28人死亡，15人受伤，同比分别下降了30%、39%和37%。 12 电梯的发展史 《特种设备安全监察条例》中对电梯是这样定义的利用沿着刚性导轨
