强根固本打基础 凝心聚力促发展 中共巨野县委组织部 (2006年 月 日) 近年来，巨野县委认真贯彻落实党的十六届四中、五中全会精神，以深化“三级联创”活动为总抓手，以落实社会主义新农村建设的目标要求为出发点和落脚点，努力实现 “三个倾斜”，调动各种积极因素向农村集中，形成了促进农村经济发展的合力，促进了农村基层组织建设整体水平的提高，加快了社会主义新农村建设的步伐。 一、实行政策倾斜，激发村级干部的创业活力。 （一）加大监管力度，规范转移支付村级资金的使用和管理。巨野县针对农村税费改革后村级组织运转难、村干部工资落实难的实际，认真落实财政转移支付资金政策，严肃财经纪律，严格规定资金用途，强化村级资金拨付使用监管措施，加大督促检查力度，切实防止了对村级专项补助经费截留、借支挪用、抵扣税费和债务等现象的发生。一是规范资金拨付渠道。县委县政府专门下发文件加以规范，各镇区为各村建立了专门账户，镇区财政将款项明细后拨到村账户，帐户资金在县镇两级的监督管理下由各村审报使用。二是提高村干部工资待遇。按照因村定酬、因岗定酬、绩效联酬的原则，统一制定了具体的村干部工资标准。全县村干部工资总额由原来的639万元提高到现在的1112万元，平均每年增发工资473万元。通过实施以上政策，全县已初步建立起村级组织运行经费补助和农村干部工资统筹发放保障机制，较好地激发了村干部的工作热情。 （二）狠抓教育培训，增强村级干部的基本素质。县委把教育培训作为提高村干部素质的关键环节来抓。研究制定了培训农村党员干部五年规划， Writing material: three hundred philosophical storiesThe three hundred chapter of philosophical story1, a turkey and a cow idle gossip, Turkey said: I want to fly to the top of the tree, but I have no courage to say.
