新公共管理理论及对我国政府改革的借鉴意义【1】 【摘要】20世纪80年代，西方发达国家为了摆脱“福利国家”带来的困境，进行了持续的改革，在这过程中形成了新公共管理理论。新公共管理理论吸收五六十年代兴起的公共选择理论和新自由主义经济学理论，同时又将私营企业的管理方式、技术和方法应用于政府管理，以解决政府行政过程中存在的各种问题。它以经济学为基础，以政府市场的协调为核心。新公共管理与传统公共行政理论相比，它在研究范围、方法、理论基础等方面都有很多的创新之处。它的理论及实践对西方国家的行政改革起了很大的推动作用。与西方国家相比，我国经济快速发展，政府也在不断改革之中，但是在我国政府改革过程中却存在着许多问题。虽然新公共管理运动是西方国家为了政府改革兴起的，但同样对我国的政府改革有着非常重要的借鉴意义，只要我们能够积极的借鉴其适合我国国情的地方，新公共管理理论一定会给我国的政府改革提供许多卓有成效的建议。 【关键词】新公共管理理论 西方国家 政府改革 【Abstract】Nineteen eighties, the western developed countries in order to get rid of welfare state in trouble, for the reform, in the process of the formation of a new public management theory.
