直接议价谈判品种议价细则
根据《2010年度广西壮族自治区医疗机构药品集中采购工作方案》(以下简称“工作方案”)相关要求,为了合理降低药品价格,满足医疗机构的临床需要,制定本细则。
一、议价原则
(一)公开、公平、公正。
(二)量价挂钩,以价格换市场。
(三)科学评估、集体决策、操作规范。
二、采购人
采购人为全区所有三级非营利性医疗机构。其它医疗机构以跟标形式采购。
三、品种范围
根据医疗机5月31日采购量及药品临床使用情况等确定谈判品种。
确定谈判品种。
(二)谈判直接议价谈判的品种。第一、二、三层次为、第四层次属于大型企业的为第四层次一般药品生产企业的为第被委托的配送商必须对被委托事宜进行确认,承诺按中标价格及相关配送要求为医疗机构提供配送服务。必须对区域内签订合同的医疗机构进行配送,保证临床用药。医疗机构要与确立配送关系的合格配送商签订明确品种、规格、数量、价格、回款时间、履约方式、违约责任等内容。
