“三个需要”：城乡一体化的经济社会条件分析 陈伟东 谢正富 【内容摘要】 城乡一体化的经济社会条件是关系城乡一体化能否实现的根本所在。城乡二元分割只注重了效率却忽视了公平和参与，所以城乡一体化必须同时兼顾公平、效率和参与，否则，城乡差距会进一步加大。为此，本文基于公平、效率、参与价值目标的考虑，提出城乡一体化应该满足“三个需要”：一是应该满足农业增产和农民增收的需要，提高农村经济发展效率；二是应该满足农村公共产品的需要，促进城乡基本公共服务均等化；三是应该满足农民参与的需要，增强农民的参与能力和农村可持续发展能力。 【关键词】 城乡一体化；国家；市场；农民 【作者简介】陈伟东（1964-）,男,四川成都人,法学博士,华中师范大学湖北城市社区建设研究中心教授、博士生导师,主要从事社会发展与城乡基层治理研究；谢正富（1977-），男，湖北襄阳人，华中师范大学博士研究生，主要从事中国社会建设与社区发展研究。 【基金项目】2011年教育部人文社会科学基项目“”(项目编号:810017)的研究成果浙江启动全国首个《基本公共服务均等化行动计划（2008-2012）》，这份行动计划明确，通过5年努力，建立健全多层次、全覆盖的社会保障体系，配置公平、发展均衡的社会事业体系，布局合理、城乡共享的公用设施体系。为实现这一总体目标，要求到2012年，实现社会保障、社会事业、公用设施等三大方面的14项基本目标，在扩大基本公共服务覆盖面的同时，提高基本公共服务均等化程度。 do a good job learning education.
