毕业论文 辽宁省地方政府债务风险防范问题研究 摘 要 随着社会经济的发展，辽宁省地方政府为了加强城市的基础设施建设、促使经济更好更快的发展，故而加大了财政投资力度。但在此过程中资金不足的问题日益突出，所以，辽宁省地方政府不得不通过举债来缓解财政压力。由此导致辽宁省地方政府的债务规模日益扩大，其间的债务风险问题也日益突出。然而辽宁省地方政府并没有建立完善的债务风险管理体系，致使债务风险管理严重滞后，各种问题也日益浮现，这些问题的出现又加剧了债务风险，使辽宁省地方政府债务风险管理陷入恶性循环，影响了当地经济的健康发展和社会稳定。因此，对辽宁省地方政府债务风险的防范对策研究就显得尤为重要。 本文以辽宁省地方政府债务风险防范对策为研究对象，首先，阐述了政府债务和地方政府债务风险的理论；其次，全面分析了辽宁省地方政府债务的现状及风险；然后，探究辽宁省地方政府债务风险的成因；最后，从宏观环境、地方经济发展、政府管理、融资平台构建及风险预警机制设立等几个方面，全面提出防范和化解辽宁省地方政府债务风险的对策。通过以上内容，力求全面完善地处理辽宁省地方政府债务风险防范问题，以便更有利于经济发展和社会的和谐稳定。 关键词：政府债务；债务风险；风险预警；风险防范 Abstract With the development of social economy, local government in Liaoning province to strengthen infrastructure construction, urban economic better and faster development, thus increased the fiscal investment.
