The left scenario shows an ISP allocation from which the ISP has made non-portable assignments to their customers. The ISP aggregates all the smaller assignments and only makes one announcement of their allocation to the Internet. The right scenario shows customers who all have portable assignments. Since their ISP cannot aggregate their routes, the ISP has to make four separate announcements of their space to the Internet. This clearly shows that aggregated portable assignments is the only way to scale the Internet. Note: This is of course a simplified view. Many ISPs do not properly aggregate, but they should as to reduce the amount of routes announced.
