Abstract The thesis focuses on the UN Security Council veto system of permanent members, which refers to the principle of the voting control by consensus of power countries. It is the principle that embodies the power of the minority against the majority. The power is for the five countries’ exclusive use, namely Britain, China, France, Russia and the United States. In the thesis, the author will discuss about UN Security Council the veto system for permanent members according to that of historical background, legal basis, and defects and executive problems in its legal system. Particularly it raises our awareness that the UN Security Council veto system of permanent members has gradually exposed the defects in the practical operation with the entry of the 21st century, the appearance of the emerging countries and the BRICS, and the big change happened to the shape of the world. In order to follow the development of the tendency quickly, play the better role and make the contribution to preserve pace and security, UN Security Council the veto system for permanent members should be improving. Key Words： United Nations； Security Council； Veto Power； Institution of the veto 浅论联合国安理会常任理事国否决权制度 自联合国安理会常任理事国否决权制度建立以来，就一直存在着争议。虽然安理会常任理事国否决权制度在世界和平与发展方面发挥着不可替代的作用，解决了许多复杂的国际问题，避免了一些战争情况的出现，但是随着世界新形势的发展，特别是当世界进入到21世纪，世界形势和力量对比却在不断地变化发展之中。苏联及其集团已经解体，美国尽管还是一个超级大国，但其领导地位已经受到了世界多极化趋势的挑战，发展中国家在联合国中数量大幅度增加，德国、日本、巴西、印度的经济实力和全球影响力逐渐上升，这些都表明了整个世界格局和力量对比与联合国成立时期相比已经发生了巨大的变化，各国的力量仍然在不断变化发展之中。因此安理会否决权制度存在的问题在现实中就充分暴露了出来，已经不能够真实反映出世界力量的对比了。而完善安理会否决权制度有利于弥补其在这方面的不足，使其适应新形势下的发展要求，维护好世界的长久和平与发展。 一．联合国安理会常任理事国否决权制度的渊源 （一）联合国安理会常任理事国否决权制度的历史背景 1942年1月1日美苏中等二十六个反法西斯盟国在华盛顿签署了《联合国家宣言》(Declaration By united Nations)，均表达了反法西斯盟国建立新的国际组织以确保永久和平的政治意愿。因此，在1943年10月30日，美、苏、中、英在莫斯科发表了《关于普遍安全的宣言》，明确宣布要在尽速可行的时间内建立起维护国际和平与安全的新的普遍性国际组织，宣言迈出了筹建新国际组织关键性的一步。 1943年11月下旬，美、苏、英、中四国首脑分别在开罗会议、德黑兰会议上就新国际组织的重大原则问题交换了意见。为贯彻《关于普遍安全的宣言》，1944年8月至10月，美、苏、英、中四大国举行了敦巴顿橡树园会议，勾勒出未来国际组织章程的基本轮廓和主要内容，为召开旧金
