Billing – Funding model, rates and fees was recommended as an area that needed focus and business practice changes in improving employment outcomes with DVR clients who receive CRP services. This recommendation was prompted by the recognition that DVR providers have not had a rate increase for approximately 10 years while their costs have continued to rise. Additionally, both DVR and CRP project steering team representatives agreed that improvements could be made in the return on the investment of resources dedicated to CRP employment services. (FFY 2010 DVR CRP expenditures = $ 2,638,860 with 573 reported employment outcomes.) Specifically, investigation during Phase I of the CRP project found that there was significant time, effort and resources for both CRP’s and DVR aimed at the process steps of the current hourly fee-for-service system that did not contribute directly to employment outcomes of DVR clients. The Phase I team explored results based payment systems used in 10 other states, sought consultation from the Rehabilitation Technical Assistance Center, and ultimately recommended to DVR leadership that DVR design and implement an outcome-based
