Abstract The global financial crisis on Chinas electronical information industry to a certain extent the impact of causing, but also opportunities. The relative stability of our financial system and a huge domestic market for Chinas electronical information industry development provides a good environment and a strong guarantee. Faced with complicated international economic situation, the need to strengthen macro-operation monitoring and guidance, promote Chinas electronical information industry, the restructuring of key areas, speed up the transformation of trade growth mode. As long as the right to take timely measures, they will be able to cope with the global financial crisis brought about by the challenges and seize the opportunities to ensure the stable development of industry and to speed up Chinas electronical information industry from the major powers into the power. Key Words：Financial crisis, Electronical information industry, Expanding domestic demand，Countermeasures  全球金融危机对我国各个行业带来了一定的冲击和影响，我国电子信息产业同样不能例外。全球金融危机对我国电子信息产业的投资、出口都带来了较明显的冲击，国内市场需求的增长仅能缓解出口减少带来的冲击，却不足以推动产业保持高速的增长。然而，全球金融危机对我国电子信息产业造成困难的同时，也同样为该产业带来新的机遇。 1.电子信息产业概述 1.1 电子信息产业的概念与基本特征 电子信息产业是以电子信息产品为主要商品的产业。电子信息产品是指采用电子信息技术制造的电子雷达产品、电子通信产品、广播电视产品、计算机产品、家用电子产品、电子测量仪器产品、电子专用产品、电子元器件产品、电子应用产品、电子材料产品等产品及其配件。 电子信息产业作为经济发展中的朝阳产业，成为新的经济增长点，其原因在于突出的基本特征，使其发展具有传统产业难以比拟的增量效应和乘数效应。电子信息产业具有以下几个基本特征：一、技术和资金密集，创新和风险并存。二、固定成本高，可变成本低。三、研制开发投资高，生产制造成本相对低。四、对标准的高度依赖。五、对其他产业具有很高的渗透性。 1.2 改革开放30年来我国电子信息产业取得的成就和存在的问题 改革开放30年来，我国电子信息产业取得了举世瞩目的伟大成就。我国电子信息产业已初步建成了专业门类相对齐全、产业链基本完善、产业基础扎实雄厚、产业结构不断优化、创新能力日益提升、宏观调控科学规范的产业体系，国际竞争力明显增强，目前我国已成为电子信息产业大国，并正在向电子强国迈进。改革开放30来年我国电
