美国对中国农产品技术性贸易壁垒研究 摘 要 农产品出口对农业发展意义重大，但中国农产品出口面临越来越多的贸易壁垒， 特别是美国市场。美国是中国最大的农产品贸易伙伴，是中国第四大农产品出口市场， 但美国对中国农产品设置严格的贸易壁垒，特别是技术性贸易壁垒。最近几年，在关税和配额、反补贴、反倾销等传统非关税壁垒措施受到了WTO严格限制的情况下，以保护人类和动植物健康及环境资源为名的技术性贸易壁垒因其具有的针对性强、隐蔽性好、运用灵活等特性正逐步取代关税和传统非关税壁垒，越来越成为各国特别是发达国家进行贸易保护的主要政策工具和手段，对国际贸易产生着深远的影响。而在保护主义盛行的农产品国际贸易领域，由技术性贸易壁垒而引发的贸易纠纷己成为一个新的焦点，并对我国农产品出口产生着重要影响。为应对美国的技术性贸易壁垒，中国需要调整农产品结构，并积极利用WTO相关规则解决贸易争端。 关键词：农产品出口，技术性贸易壁垒，对策 The Research on Technical Barriers to Trade of Agricultural Products in China Abstract Exports of agricultural products is of great significance to agricultural development, but Chinas agricultural exports face more and more trade barriers, especially in the United States market. The United States is Chinas largest trading partner, and the Chinas fourth largest export market of agricultural products, but the United States on Chinas agricultural products set up some strict trade barriers, especially the technical barriers to trade. Since the 1990 s, in tariffs and quotas, anti-subsidy and traditional non-tariff barriers such as anti-dumping measures under the WTO is strictly limited conditions, in order to protect human, animal and plant health and environmental resources the name of the technical trade barriers are gradually replacing tariff and traditional non-tariff barriers, because of its pertinence, good concealment, using flexible features .more and more become the main countries especially developed countries to trade protection policy instruments and means, has a far-reaching influence on international trade. And in the field of international trade protectionism prevailing agricultural products, trade disputes caused by technical barriers to trade has become a new focus, and the important influence to our country agricultural exports. To deal with technical barriers to trade in the United States, we need to adjust the agricultural structure in China, and actively use WTO rules to solve trade disputes. Key words: Agricultura
