Both the level and the rate of the economic development fall behind those in the East. Among them, Henan province, which has the most population in China, is poor and difficult to change the reality. In Henan, the agriculture has a high rate in the national economy. There is a lot of population in poverty. In the Chinese economic rank, the per capita GDP and the income of residents in urban and rural areas are both behind. Although the economy is less developed, it is rich in tourism resources in Henan province. It’s an effective anti-poverty strategies to develop tourism by relying on the unique natural and humanities resources. In this study, this paper takes Henan province for example and evaluates the domino effect of the Pro-poor tourism. Besides, It also analyzes the impact about local tourism in promoting the GDP, increasing jobs and adjusting the fabric in three industries to a better combination.
