Emits or has the potential to emit individually or in combination, a total of 5 tons or less per year of PM10, NOx, SO2, VOC, and H2S; 2. Emits less than 1,000 pounds of lead (Pb) per year; 3. Does not seek an emissions limitation to avoid the requirements of 40 CFR Part 63 (National Emissions Standards for Hazardous Air Pollutants for Source Categories - MACT); 4.
