基于重大隐患灾变分析的中央企业煤矿 安全管理现状调查及对策研究摘 要煤炭工业是关系国家经济命脉的重要基础产业，支撑着国民经济的持续高速发展。但我国尚未实现对煤矿的有效控制，重特大恶性事故仍时有发生，安全生产形势依然相当严峻。随着改革的不断深化和市场经济的不断完善，煤炭行业开始出现投资主体多元化、管理形式多样化的动向，特别是一些非煤企业涉足煤炭生产经营，给煤矿安全管理工作带来了新课题。本文我国煤炭工业结构、煤矿、事故发生规律原因，在调查中央企业投资经营煤矿安全管理现状的基础上，研究了中央企业开办煤矿过程中存在的问题、对策措施，制定加强中央企业煤矿安全管理的一系列政策。 中央企业投资经营煤矿分布面广，涉及企业较多，随着煤炭工业“十一五”规划和煤炭产业政策的实施，诸多新情况新问题将层出不穷，因而对中央企业开办煤矿的现状分析是阶段性的，还需要在今后的具体工作中逐步加以完善。针对中央企业投资经营煤矿存在的问题，本文提出的一系列对策建议，大部分已经被在研究制定相关政策时采纳，四委局联合下发了《关于加强中央企业煤矿安全管理工作的通知》，引起各有关中央企业的高度重视，取得了很好的效果。: 煤炭工业中央企业政策措施 ON THE BASE OF DISASTER CHANGING ANALYSE OF FATEFUL HIDDEN TROUBLE ABSTRACT National coal industry is an important foundation for the economic lifeline of the industry, supports the continued rapid development of the national economy.China, however, still could not control effectively of major calamities, major accidents still occur from time to time, the situation of production safety is still very grim.
