What is a High Performing Organization?
In June 2008, the FAA completed an organization-wide assessment of the National Aeronautical Charting Office (NACO) current processes and procedures to compile, print and distribute aeronautical and nautical products to the public in an effort to pursue the Office of Management and Budget’s designation of a High Performing Organization (HPO). The main objectives of the HPO are to: (1) identify and realize savings from a more efficient organization, (2) increase performance and quality, (3) re-focus NACO on its core mission, and (4) prepare it to meet its long term challenges.
One aspect of this assessment focused on NACO’s Distribution Division and its current Chart Agent Model. The assessment found that the current Chart Agent Model was out-of-date when compared to similar government and industry managed operations. As a result, the FAA decided to transition to a New Chart Agent Model that will 1) reduce costs, 2) increase efficiency, and 3) promote the use of e-commerce by its Chart Agents. The improved efficiency of our operations will keep the price of products as low as possible for our customers.
Why are you implementing the New Chart Agent Model on October 5, 2009?
In order to have sufficient time to convert all of the Chart Agents who have signed new Agreements, we will need to work over the weekend of October 3 and 4, 2009 to convert them to the New Chart Agent Model. The last day of business under the existing Chart Agent Model will be close of business, 4:30 pm (EST), Friday, October 2, 2009. We plan to bring the e-commerce system down over the weekend of October 3 and 4, 2009 to complete the conversion. Newly Authorized FAA Chart Agents will be established and ready for business beginning Monday morning at 8:00 am (EST) October 5, 2009.
All Chart Agents signing the new agreement will begin operating under the New Chart Agent Model rules at 8:00 am (EST)
