And the most important key lies in the bid assessment. The bid assessment is a crucial link in the whole bidding process , and the evaluation methods formulated is the key of the bid evaluation work. Different evaluation methods can sometimes lead to different winning bidders. Scientific, rational and fair evaluation methods are very important for the bid invitation unit to calibrate and latter signing of contract and fulfilling the obligation on a contract.
