改善房地产市场调控问题研究 摘要 房地产市场是我国市场经济的重要组成部分，同时又具有公共产品的特殊属性，对社会稳定和发展都起着非常重大的影响作用。我国的房地产市场既有市场经济的普遍规律，又因为社会性质和基本国情的影响具有一定的特殊规律，自从上世纪末我国开始推行市场化住房制度以来，整个房地产市场快速发展，呈现出越来越繁荣的景象，房地产市场的迅速发展满足和改善了人民群众的基本住房需求，但也出现了许多问题。政府在这个过程中一直在探索、尝试和执行一系列的政策与措施对房地产市场进行调控，这些调控措施在一定程度上取得了效果，但在调控环境、政策成熟程度、执行过程等方面都存在着较为深层的问题。 针对这些问题，本文从我国房地产市场的调控现状和存在的具体问题出发，进行分析总结，并在此基础上深入剖析，找到造成现状与问题的多方面原因，包括环境因素、政策因素、执行因素等。并根据这些原因提出了提高和改善我国房地产市场调控成效的具体对策，从调控政策与原则、政府与市场的关系、中央政府与地方政府的关系、监管与制度等方面为我国下一步的房地产市场调控指明了方向。 关键词：房地产市场；市场调控；问题；改善 Abstract The real estate market is an important part of our market economy, and also has the special nature of public goods, to social stability and development plays a very significant impact.
