国内外电子政务绩效评估比较研究  摘 要 面对全球电子政务建设的浪潮以及我国数额庞大的电子政务建设工程，不仅尽快制定和建立国家电子政务标准体系非常关键，而且研究和探索一套适合我国特点的电子政务绩效评估指标体系甚至更为至关重要。按照评估主体及评估目的来划分，电子政务绩效评估可以分为两类：一类是由政府本身发起的，以加强内部管理、内部控制为宗旨的评估，称之为内评估；另一类是由企业，以及其他非政府组织发起的以监督、评价政府电子政务绩效为宗旨的评估，称之为外评估。 本文先后分析评价了美国、加拿大的内评估，国际诸多第三方机构的外评估，以及中国的内评估和外现状。 研究发现，美国的内评估的特点在于评估主体多元化、重视法律的作用以及评估的可操作性强等，而加拿大的内评估特点在于较好地实现了产出、结果和影响三个层次的结合。国际上的外评估机构，如：埃森哲咨询公司、Gartner咨询公司，联合国、布郎大学、Jersey Newark 大学等，也获得了很多杰出的成就。 目前，在我国开展电子政府绩效评估的可行性已基本具备，而且中国许多公司、大学、网站、实验室在电子政务绩效评估上都有了一定的研究成果。借鉴西方发达国家电子政务绩效评估的研究成果，并结合我国电子政务绩效评估的现状和相关研究成果，综合研究后发现，中国的电子政务绩效评估需要注意以下几点：1.给出电子政务绩效的界定范围，然后再进行评估研究；2.制定科学的电子政务绩效评估准则；3.电子政务绩效评估需要定性分析与定量研究并重；4.电子政务绩效评估既要注重理论研究也要注重实际的可操作性 Abstract Confronting with the tide wave of the e-service construction in the global aspect and huge e-service infrastructure investment in China, it is not only very important to establish and build a state e-service standard system, but it is even more important to research and explore a set of e-service performance evaluation system that can fit our country’s features. According to entity and purpose, e-service performance evaluation can be divided into two catalogues: the first is called inner evaluation, it is launched by government itself, and aims to strengthen its inner management and control; the other is called outer evaluation, which is launched by enterprises and other non-governmental organizes, and aims to monitor and evaluate governmental e-service performances. Sequentially, this paper analyses and judges the inner evaluation of America and Canada, the outer evaluation of many international third parties as well as the current situation of inner outer evaluation in China. Research shows that, the features of American inner evaluation lie in the variety of evaluation, the attached importance to the law and the strong maneuverability to the evaluation, while the features of Canada lie in a good combination in the three layers of output, result and effect.
