天津大学硕士学位论文当前我国腐败案件的特点及惩防腐败体系的构建姓名：王咏梅申请学位级别：硕士专业：公共管理指导教师：李承宏;尚斌要数千年来，腐败一直是人类社会发展的病疾。无论是古代社会，还是现代社会，无论是发展中国家，还是发达国家，都为之深深困扰。到21世纪，腐败已成为全球人类社会经济和政治生活中所面临的重大而急迫的共同问题，成为一大公害。各国政府、地区组织与国际社会采取了不同措施，予以积极预防、从重惩治。反腐败成为2l世纪全球社会的共同任务。中国是世界的重要一员，经过31年的改革开放，社会经济快速发展，取得了令人瞩目的成就。但是中国作为一个发展中大国，在改革、开放、发展的过程中，同样遇到腐败问题。预防和惩治腐败，是建立和完善我国社会主义市场经济体制的重要保证，贯穿于改革开放和现代化建设的全过程，也是保障社会和谐发展的紧迫任务。当前，腐败现象在一些领域依然易发多发，作为腐败极端表现形式的国家工作人员贪污贿赂、渎职侵权等腐败行为仍处于高发态势，对我国的政治、经济、文化和社会建设造成了极大损害，反腐败斗争形势依旧严峻。本文面对现实，认真剖析了我国当前腐败案件的特点及其产生的原因，对加快建立健全惩治和预防腐败的体系，进行了全方位的思考，提出了相应的对策。关键词：腐败特点原因惩治预防体系ABSTRACTFor thousands of years，corruption always influences the development of humansociety that likes diseases．Whether the ancient society,or modem society,whetherdeveloping countries or developed countries，have been deeply troubled by corruption．To the 2 1 st century,corruption has became significant and urgent common problemsin a global socio．economic and political life and has became a public hazard．Governments，regional organizations and the international community had takendifferent measures in order to actively prevent and severely punish the corruption．Anti．corruption has became the common task of the global community in the 2 1 stcentury。After 31 years of reforming and opening-up，China has got a great many ofachievements in the rapid socio．economic development which becomes animportant member of the world．However，China,as a big developing country,facesthe corruption in the process of reformihg and opening—up，developing as well．The prevention and punishment of corruption which establish and improveChina’S socialist market economic system covers the entire process of reforming andopening·up and the socialist modernization．It is the urgent task to protect theharmonious development of society．At present,corruption is happened in some areas，the national staff of bribery,malfeasance and infringement as extreme forms of thecorruption is still in the high trend which is a great damage to the political，economic，cultural
