INSPECTION ACTIVITIES INSPECTION ACTIVITIES QUALITATIVE RESULTS Municipality: City of Concord Permit Year: (2007/2008) Introduction: The City of Concord continued an aggressive program of inspections at commercial and industrial sites. In FY 2007-08, the City of Concord Commercial/Industrial Inspection Program accomplished 250 initial inspections/re-inspections rather than the 214 programmed. This impressive number of inspections is a result of aggressive follow-up inspections and, where it made sense, combining Clean Water Inspections with Sanitary Sewer Pretreatment Inspections. Many facilities, including restaurants and car repair facilities, needed both inspections. The results show a total of 329 inspections resulting in 46 enforcement actions – 18 Warning Notices plus 28 Notices of Violation. Each case of enforcement was followed up with a re-inspection to guarantee that the deficiency had been corrected The Central Contra Costa Sanitary District (CCCSD) conducted inspections on behalf of the City of Concord under an agreement with the Contra Costa County Flood Control and Water Conservation District. The Industrial and Commercial Business Inspection Plan was rewritten in 2005 to include more specific language on enforcement strategies. Table 2-3 in the plan contains the standards for Minimum Enforcement Procedures and a Model Enforcement Flowchart. The six-year inspection plan with CCCSD describes an ambitious program to conduct 1,284 inspections -- 214 inspections per year over six years. These inspections include 263 vehicle service facilities, 312 food service facilities, and one permitted industry (John Muir Medical Center - Concord Campus). Facilities of other types have also been added over the course of the six years; e.g., fleet operations, corporation yards, golf courses, batch plants, nurseries, mobile cleaners, and manufacturing facilities.
