General Provisions ? ? 第一条为了规范行政行为，促进行政机关合法、公正、高效行使行政职权，保障公民、法人或者其他组织的合法权益，推进依法行政，建设法治政府，根据宪法和有关法律法规，结合本省实际，制定本规定。 ? Article 1.
