油气站场金属管道法兰跨接导线设置认识上的误区 潘永东 王洪明 （中国石油华北油田公司质量安全环保处，河北任丘，062552） 摘要： 油气站场属易燃易爆场所，其生产设施的雷电与静电防护历来是现场安全管理工作的重点，但由于部分企业安全技术及管理人员，甚至政府部门的个别安全监管人员对该问题认识不深刻，概念不清晰，导致油气站场金属管道雷电与静电防护措施设置不当。本文通过分析油气站场金属管道系统雷电和静电危害的形成机理、危害方式和危害后果，深入研究两者之间的联系和区别，纠正了人们在金属管道法兰跨接导线设置认识上存在的误区，提出相应的安全防护意见，进而提高油气站场的本质安全水平。本文还向国家有关部门提出相关建议，希望藉此推动国家标准化事业的健康发展。 关键词：管道法兰 防雷 防静电 跨接导线 设置 The misunderstanding on the installing of metal pipeline flange jumper wire in oil and gas station Pan Yongdong，Wang Hongming （HSE Department of PetroChina Huabei Oilfield Company, Renqiu, Hebei, 062552） Abstract: Oil and gas stations are parts of flammable or explosive environment, how to protect the production facility from the damage of thunder and static is the key point of safety management work on site. But because of parts of safety technology and management personnel in company, so much as some safety supervise personnel in the government don’t know the problem deeply and concepts clearly, it result in setting up the method unreasonable to protect the metal pipeline from the damage of thunder and static. By analyzing the formation mechanism, the way of damage and harmful consequences of destroying the metal pipeline by the damage of thunder and static, this paper studies the connection and difference between the two, corrects people’s misunderstanding on the installing of metal pipeline flange jumper wire, puts forward corresponding opinions about safety protection, and then improves the standard of intrinsically safe in oil and gas station. At the same time, this paper puts forward some suggestions to the related departments, and wants to push forward the healthy development of national standardization undertakings.
