[摘　要]20世纪90年代以来,我国高等教育财政陷入了困境,原因包括规模扩大过快、制度不健全等因 素,但政府同样承担着不可推卸的责任。当前高等教育财政中政府责任缺位体现在投资责任缺失和转移、效率 与公平问题突出、法制建设滞后、多元筹资缺乏政策供给和中介组织发展缓慢等方面。可通过增加公共财政投 入、促进制度变迁、开源与节流并重、加快高等教育财政法制化进程、培育和管理中介组织以及建立高等教育 财政问责制等措施来实现政府责任的回归.
