起运港退税 季斌 （上海海事大学 经济管理学院2010博士研究生 200135 上海） 摘要：港口之间中转货的竞争对于当地港口经济的发展和在国际上的影响力具有重要影响，港口国际中转一般具备两个天然条件，一是港口位于国际主干航线必经要冲或交汇点上，二是港口周边国家及喂给港的地理分布。除天然条件外中转港还应具备另外两个条件，一是完善港口作业设施和服务，二是航道的建设和助航设备设施的投入和完善，使船舶能全天候进出港进行装卸作业。本文在回顾目前内支线货物退税情况、港口通航条件的现状、助航设备的发展及相关研究成果的基础上，分析目前存在的问题并提出解决方案，对于中国沿海港口的定位和国际航运中心的建设具有一定的参考价值。 关键词：起运港退税；中转港；法规政策的完善；助航设备的投入和使用；船舶速遣 Study on tax refund of port of loading and transit port Ji Bin School of Economics and Management, Shanghai Maritime University, Shanghai 200135, China Abstract: The competition of transit shipment between ports has a great influence on the development of local port and its international impact. Generally speaking, port has two natural conditions in international transit shipment: the first one is that port is always located in the joints of main international shipping lines; the other one is that the geographical distribution of countries and supply ports around. Besides the two natural conditions, there are two more conditions: first, perfect facilities and serve; second, because of the complete of navaid and channel building, ships can get in and out to load and discharge cargos all day long. In this article, we did analysis on some problems and raise solution scheme on the basis of review of branch cargo’s tax refund situation at present、current situation of port navigation condition、research achievement of navaid development, this will do some help to determine the nature of China’s coastal ports and the development of the international shipping center. Key words: tax refund of port of loading、transit port、complete of laws and regulations、investment and use of navaid、ship’s dispatch 港口集装箱运输既涉及船舶运输、装卸、集疏运等硬环境，也涉及海关、进出口检验、信息传递和政府管理等软环境。发挥集装箱运输的优势，离不开各部门各环节的密协作和配合港口集装箱运输的迅速发展，赖于软硬两方面环境的不断改善。 在国际贸易实践中，出口退税已成为一种国际惯例。根据WTO规则要求，各成员国可以对本国出口产品实行退税，但退税的最大限度不能超过出口产品在国内已征的税款。在此范围内，各成员国可以根据自身的经济发展需要和国家财政承受能力，确定恰当的出口退税水平。合理的出口退税政策的运用，可以增强一国出口产品的国际竞争力，并通过出口的带动作用促进经济增长。 1、必须是增值税、消费税征收范围内的货物。 必须是报关离境出口的货物。 必须是在财务上作出
