辽宁省抚顺市棚户区居民住房保障问题浅析.docVIP

摘 要 棚户区居民的住房保障问题是抚顺市社会保障的一项重要内容。这个问题的顺利解决对推动抚顺市城市的整体进步，实现整个城市的和谐发展有极大的促进作用。本文在分析抚顺市棚户区形成原因的基础上结合抚顺市棚户区居民住房保障的实际情况，论述了抚顺市对棚户区居民的住房保障过程中所取得的坚持“以人为本”、政府主导与市场运行相结合、经济适用房和廉租房的建设等成功经验，同时对在此过程中存在问题如对承建商的监管不足、拆迁问题处理不当等进行了分析。本文提出了扩大住房保障的覆盖面、做好后期保障工作、合理安置拆迁过渡期的棚户区居民等完善棚户区居民住房保障工作的一些建议。 关键词：抚顺市；棚户区；住房保障 ABSTRACT The housing security for the shantytown residents is a important problem of Fushuns social security. If this question can be soluted smoothly, it can do great positive help for the progress and the harmonious development of the whole Fushun city. After the analysis of the reasons of Fushuns shantytowns appearance, with the facts of the hosing security for the Fushuns shantytowns residents, this article analyzes many successful experience in the housing security progress of the Fushuns shantytowns residents such as holding on “Humanist”, the leadership of government with the market , constructing the comfortable housing and the low-rent housing and so on. This article also talk about the negative problems in the housing security for the Fushuns shantytowns residents such as supervising the construction business insufficiency, dealing with the relocation unsuccessfully and so on. This article give some suggestions to improve the housing security for the Fushuns shantytowns residents. To expand the coverage of the housing security, to complete the work successfully in later period of housing security ,to deal with the relocation problem appropriately and so on.
