河 北 工 业 大 学 毕 业 论 文 作 者： 学 号： 学 院： 系(专业)： 公共事业与法律系（公共事业管理） 题 目：从“瓮安事件”到“躲猫猫”看政府信息公开 指导者： 评阅者： 2009 年 6 月 17 日  毕业论文中文摘要 从“瓮安事件”到“躲猫猫”看政府信息公开 摘要： 近年来，突发事件的频繁发生，对经济增长、社会安定以及人们正常的生产生活都产生了重大影响。政府在处理突发事件时，若能及时地进行政府信息公开,对于缓解公众压力、协调公众行为、提高政府应对能力、增强政府公信力、维护社会稳定、营造公开透明的信息环境等方面，都起着至关重要的作用。通过对有关文献资料的查询和整理，对政府信息公开的概念、内容、意义等方面进行阐述，透过瓮安事件和躲猫猫事件，对比分析政府信息公开对突发事件的影响，结合两案例看目前我国政府信息公开的现状，提出政府在信息公开方面存在的信息公布不及时、信息渠道不畅通、引导舆论能力不足等问题，并针对这些问题提出了相应的对策，以期达到推动政府信息公开化建设及增强政府信息公布透明度的效果。 关键词： 政府 突发事件 信息公开 公信力 毕业论文外文摘要 Title Research on the Government Information Open through the Wengan and Duomaomao Incident Abstract In recent years, the frequent occurrence of unexpected events has huge impact on the economic growth, social stability as well as peoples normal production and life. When dealing with unexpected events, the government timely open information that has played an important role in easing public pressure ,coordinating public behavior, enhancing the credibility of the government, maintaining social stability and creating open and transparent information environment. Through inquiring and reorganizating to related literaturematerial, the article elaborates concept, content, significance and so on of government information open. Through the Wengan and Duomaomao incident, the article analyses the impact of government information open on unexpected events. Combining with the two cases, the article analyses the status of government information open in China. Government open information is out of time. The information channels are not clear.
