The Process and Mechanism of Industry-University-Research Institute Synergetic Innovation：a Knowledge Flow Perspective Xin Gu, Qifeng Wei, Changyi Zhao Business School, Sichuan University, P.R.China, 610064 Abstract: This paper defines the synergetic innovation (SI) process of Industry-University-Research institute (IUR) as an inter-organizational knowledge flow process. Based on it, we divide this process into three stages, and thus build an IUR-SI knowledge flow theoretical model. Then, we summarize a logical framework of IUR-SI mechanism from six aspects. It lays a theoretical foundation for future research on this topic. Keywords: Industry-University-Research institute; synergetic innovation; knowledge flow 1 Introduction From the experience of some developed countries, it is an effective way of innovative country construction through IUR cooperation to promote the regional and national independent innovation capability. IUR cooperation attaches to inter-organizational cooperation, with its main form the joint innovation between centered enterprise and other enterprise or research institute, includes cooperation of any stage such as the generation of new technology, new technology development and commercialization. Along with the gradually formation of technology-economy integration trend, technical cooperation via bringing enterprise, university and research institute into networked, federalized or virtualized organizational forms, has become an effective way to breakthrough enterprise’s development bottleneck. With the further development of cooperation, IUR cooperation has gradually turned from linear growth of innovation subject’s capability elements to inter-organizational nonlinear synergy in IUR-SI system, presenting a kind of inter-organizational SI development model.
