* ** * 98 12 18 98 ** Associate Research Fellow, Institute of European and American Studies, Academia Sinica and Associate Professor, Department of Political Scienice, National Taiwan University 17 6No. -1 National Elite Civil Service Examination System Reforms and Future Outlook Chin-Peng Peng Abstract The screening and selection of qualified personnel through valid and reliable examination subjects and methods lies at the core of the examination and selection system. The Republic of China s current civil service examination system relies nearly entirely on selection via examination of professional subjects, overlooking the reasoning and critical thinking capacities, behavioral capacities and social skills required of civil servants. This has resulted in a stilted civil service system tarnished by such negative images as administration by the book, passivity and delays, self-preservation, adherence to set ways, lack of vision, and insufficient courage and fortitude. This paper proposes five recommendations for reforms to the examination and selection system: 1) improve civil servant screening mechanisms and design reasonable testing methods with work capacity at the core. 2) Establish new multi-stage examinations, raise the initial screening rate, and optimize examination grading quality. 3) The vast majority of qualifiers in Senior Civil Service Examinations at Level 3 and above are college or university graduates. The threshold of entry into Taiwan s colleges and university s is merely a formality at present, thus a reassessment of the position grading system for civil servants should be undertaken to reduce the number of examination levels. 4) In view of the decline in capacity for discernment of professional examination subjects, simplification of examination categories should be investigated. 5) Given the widespread use of oral examinations in public and private organizations in Taiwan and abroad, Taiwan should accelerate adoption across the board of generally
