It is a new theory and method of business management emphasizing the competitiveness of the entire supply chain to integrate resources. This paper introduces the background, causes, research status and development tendency of the supply chain. The article introduced the basic theories and methods of supply chain management as well, and discussed in detail the procurement supply chain environment, which involves SWOT analysis, AHP method (Analytic Hierarchy Process Method), the weighted index evaluation system and other methods and procurement models such as cluster supply chain procurement model under the management and the like. Finally, according to the actual problem - the bulk purchase of crude oil supply chain management model for solving the best under different conditions by optimizing the model.
