矿产资源开采中环境影响评价制度研究 —以草原生态环境保护为视角 摘要：草原矿产资源开采中环境影响评价制度是矿产资源开采对草原生态环境可能造成的影响进行分析、预测和评估的法律制度。矿产资源开采中环境影响评价制度的实施有助于预防因矿资源开采对环境造成的不良影响，更有助于促进经济、社会和环境的协调发展。随着国家对矿产资源开发力度的增强，矿产资源开发与草原生态环境保护之间的矛盾日益凸现。本文分析我国草原地区矿产资源开发对草原生态环境的主要影响及草原矿产开采中环境影响评价制度中存在问题，需要从发挥预测作用、加强综合性技术指导、公众参与渗透到矿产资源开采环评的全过程三个方面对该制度加以完善。 关键词： 环境影响评价制度 草原生态环境 矿产资源开采 Environmental Protection Exploitation of mineral resources in the study of environmental impact assessment system -Grassland Ecological Perspective of Environmental Protection Abstract: Mineral resources exploitation in grassland environmental impact assessment system of mineral resource exploitation on the grassland ecological environment may impact the analysis, forecast and assess the legal system.
