专业学位硕士学位论文 政府推动国有企业社会责任机制研究 ——以中国石化广东分公司为例 作者姓名 学科专业 公共管理硕士 指导教师 所在学院 公共管理学院 论文提交日期 2015年12月  A study on the government to promote the social responsibility mechanism of state owned enterprises -- a case study of Guangdong branch of Sinopec A Dissertation Submitted for the Degree of Master South China University of Technology Guangzhou, China 分类号：C93 学校代号：10561 学 号：201321624962 华南理工大学硕士学位论文 摘 要 近年来，随着改革开放、对外开放步伐的进一步加快，国民经济的持续增长，市场竞争压力的不断加大，企业生存和发展过程中面临一系列困难和难题，特别是社会性问题日益突出。基于此，企业社会责任被逐渐重视起来，成为国内外学者所研究的重点课题之一。 本文以中石化广东分公司为研究案例，在对其履行社会责任现状进行论述的基础上，对政府在推动企业社会责任中存在的问题进行研究，经研究发现，目前政府在推动企业社会责任中存在履行社会责任的机制尚不完善、履行社会责任的动力机制缺失、对企业社会责任监管不力和监管企业社会责任的政府部门职权不清等问题，存在问题的原因主要包括政府与国有企业界限模糊，未能有效落实对国有企业的责任、整体企业社会责任观念不足、企业社会责任推广不足、企业社会责任法制建设不完善和地方政府过分追求经济增长。通过总结、概述国内外学者的研究理论，查阅相关文献资料，结合我国国有企业履行社会责任的现状，提出具备可行的解决方案。 最后，从政府推动企业社会责任的基本原则、加强企业社会责任引导、通过经济手段引导企业履行社会责任、形成多元参与的企业社会责任监督体系和加强企业社会责任法制化建设等方面提出了政府推动企业社会责任的对策建议。 通过本文的探究，为我国国有企业履行社会责任提供一定的参考标准，奠定了坚实的理论依据。同时进一步丰富了我国国有企业履行社会责任理论、实践研究基础，充分体现出国有企业履行社会责任的重要意义。 关键字：政府视角；社会责任；国有企业；中石化 Abstract In recent years, with the further acceleration of the reform and opening up, the pace of opening up to the outside world, the continued growth of the national economy, the increasing pressure of market competition, facing a series of difficulties and problems in the process of enterprise survival and development, especially social problems have become increasingly prominent.
