商品住房市场土地供给政策调控的传导机制分析 唐旭君（上海财经大学，上海，200433） 【摘要】自2003年开始，我国城市商品住房市场出现价格上涨过快、投资性住房需求比重过高等问题，使商品住房市场调控成为城市发展讨论中的热点。土地供给政策在中央及各城市综合调控政策文件中频繁出现，表明了其在住房市场调控中的重要作用。本文就各土地供给政策工具将如何影响商品住房市场进行研究，希望对土地供给政策的制定提供参考。文章主要通过供求均衡模型分析各土地供给政策对住房市场的作用方向。并得出如下结论：各土地供给政策通过影响土地市场和住房市场供给弹性对商品住房市场产生影响，其影响渠道较为复杂，但主要土地供给政策工具通过各种渠道影响住房市场的方向基本一致。 【关键词】土地出让、住房供给价格弹性、住房价格、传导机制 【中图分类号】F293.3 【文献标识码】A The Transmission Mechanism Analysis of Land supply policy on Private Housing Market TANG Xujun 【Abstract】From 2003, many problems have occurred in China’s private housing market, such as sharp increase of housing price, therefore, macroeconomic regulation and control on private housing market had become the hot-spot in city development discussion. Land supply policy had been used frequently in the private housing market regulation and control documents published by the central and local government. This article focuses on the effects of land supply policy on private housing market, and how does it work. Using the supply-demand equilibrium model, we can analyze how do the land supply policy affect the private housing market, and its result. From this analysis, we can draw this conclusion: different kinds of land supply policy affect the private housing market through the land market and housing supply-price elasticity, its transmission mechanism is very complicate. However, the direction of effects of the main land supply policy on housing market is not paradoxical. 【Keywords】Land supply; Housing supply-price elasticity; Housing price; Transmission mechanism 作者简介：唐旭君（1978-），女，四川成都人，上海对外贸易学院讲师，上海财经大学博士生，研究方向：房地产经济。1 引言 商品住房市场发展是城市发展的重要组成部分。近年来，随着我国住房制度的改革，商品住房市场得到了快速发展，但同时出现了很多问题。因此，商品住房市场调控成为了城市发展的热点议题。在国土资源部发布的《关于加强土地供应管理促进房地产市场持续健康发展的通知》（国土资[2004]71号）中首次明确提出：土地供应是调控房地产市场的基本手段。使土地政策成为继税收政策和信贷政策之后，商品住房市场调控的重要手段。 商品住房市场的土地供给政策调控是指城市土地和规划管理部门对土地供应、土地使用（指住房建设）中的相关政策进行变更和调整，以达到调控商品住房市场的目的。那么，土地供给政策中又包含那些具体的调控工具？这些调控工具又是如何影响城市商品住房市场？本文欲就以上问题做些许探讨。 2 商品住房市场土地供给政策调控工具分析 由于世界各国或地区土地制度的差异，由土地制度所决定的土地
