 PAGE VI 毕业论文 公路超限超载货物运输问题研究 摘 要 交通运输是国民经济的重要组成部分，是人类经济社会中一个不可或缺的重要环节。随着我国经济的发展，交通基础设施的建设得到了迅猛发展，发展中的种种不协调导致了公路货物超限超载运输愈演愈烈，对交通基础设施造成了严重的破坏，制约了交通运输业的健康发展。为此，交通部等国家七部委2004年开展了超限超载运输专项治理工作，并取得了阶段性的成果。但随着治理力度的减弱，各地超限超载运输都出现了不同程度的反弹，运输成本发生了结构性的变化，对超限超载运输产生了一定的影响。因此，如何在新形势下治理超限超载运输具有现实必要性。 本文通过对货物超限超载运输的定义、临界值及其危害的阐述，分析了超限超载运输形成的原因，并在此基础上，对现有治超方法分类并对其进行评价，得出???实施效果与不足，并借鉴国外治理超限超载运输的先进方法和技术手段，从管理、经济、技术三方面提出车辆超限超载运输的治理措施，希望对以后超限超载货物运输的管理工作是一个很好的借鉴。 关键词：公路运输，超载超限运输，问题研究，治理策略 The Study on the Overloading in Road Abstract Transport is an important part of the national economy, it is an indispensable human economic society. With the development of our national economy, transportation infrastructure construction, and gained rapid development of uncoordinated development in the road cargo transport out-of-gauge overload fiercer, transportation infrastructure caused serious damage, the healthy development of the transportation industry. Based on the off-gauge overloading transportation definition, critical and its harm, analyzes the reasons of the formation of transportation out-of-gauge overload, and on this basis, the classification of existing governance super and its evaluation, and its effect, and foreign advanced management off-gauge overloading transportation means, method and technology management, economy and technology from three aspects of the transport vehicle off-gauge overload control measures, hoping to later overrun overload cargo transport management work is a very good reference.
