Safe distance needs to be considered so that the danger of drilling activities may be controlled. Sites close to overhead or underground power lines should also be avoided. They pose a threat to the safe operation of cranes and other equipment that can potentially come into contact with them. Before the rig move, a well location HSE investigation should be carried out to minimize or avoid detrimental effects on the surrounding environment. HSE investigation result can also be used as a basis for making the project HSE plan, emergency response plan, which are suitable for specific condition of local area and the well. The investigation team should be constituted by persons from the project (project manager, HSE manager, rig manager, etc.), client, vehicle company, well site construction company, etc. Investigation contents： Well site and the surrounding terrain and geomorphic features; Geological characteristics and complexities; Condition for adjacent area, and data for adjacent wells; Road condition throughout the route of transportation, including bridge, tunnel, overhead line and high-tension electricity network, hospital, industrial and civil buildings and other obstacles; Hydrological and water-quality condition, including river, lake, reservoir, pond, canal, and groundwater etc.; Climatic features and variation law; Agriculture and water conservancy facilities; Industrial and civil building, hydraulic electric power facilities around the drilling operation area; Cultural relics and ruins; Wildlife conservation and distribution area; Tourism resource conservation; Folk custom, peoples condition and security; Traffic and communication; Medical condition and facilities; Endemic
