学兔兔 第5O卷 第6期 石 油 化 工 自 动 化 Vo1．50，No．6 2014年 12月 AUT0Ⅳ【ATION IN PETR()_CHEMICAL INDUSTRY December，2014 仪表和控制系统工程设计的几个问题 叶向东 (中国石化工程建设有限公司，北京 100101) 摘要：整理了近年来大型石油化工建设项目中自动化集成系统工程设计和建设的过程和经验，认为：片面宣传“网络开放和信 息开放”的概念是错误的，企业的信息和生产数据并不是全部对外界开放的，机密数据不应对外界公开，内部网络和生产网络不 得对外界开放。分析了国内外建设项目的技术壁垒和差异化问题，阐明了相应的观点，论述了对策，重申在利用国外先进技术 的同时，应当立足国内已有的技术配套、消化、吸收、创新、发展。分析了当前工程建设形势下过度设计和不足设计的问题，总结 了切实可行的工程设计和建设的思维方法。 关键词：现代化石油加工工厂 自动化系统工程 技术壁垒 差异化 过度设计 不足设计 中图分类号：TP273 文献标志码：B 文章编号：1007-7324(2014)06—0001—07 Problems of Instrument and Control System Engineering Design Ye Xiangdong (SINOPEC Engineering Co．Ltd．，Beijing，100101，China) Abstract：The process and experience of automation integrated system engineering for large- scale petro—chemical engineering construction proj ect in recent years are summarized．The idea of partly broadcasting “open network and information”is considered to be wrong．The enterprise information and production data is not open to outside completely．Confidential data can’t be opened to outside．Internal network and production network must not be opened to outside．Problems of technical obstruction and differences in domestic and oversea constructing proj ects are reviewed．Relevant viewpoints are expounded．Countermeasures are discussed．It is stressed to understand，use，innovate and develop domestic existing technology during utilizing oversea advanced technology at the same time． Problems of over design and insufficient design in present engineering construction situation are discussed．Thinking
