我国公务员激励制度存在的问题及对策研究 摘 要 《中华人民共和国公务员法》的颁布实施将我国公务员的管理纳入法治的轨道，然而在实际工作开展中，由于政治体制、官本位思想及监察机构不力等原因致使公务员激励各项制度的推进难以尽如人意。 激励制度是现代国家公务员法的核心机制。一方面，公务员激励制度通过考核、奖惩、晋升、薪酬福利等物质和精神手段，激发公务员的工作热情，提高公务员的工作积极性，从而提高公务员工作的绩效水平和政府的行政效率。另一方面，公务员激励制度通过考核、奖惩、晋升等环节实现对公务员行为的规范，并进而对整个公务员群体的行为产生影响，对抑制腐败以及推进政府行政民主起到显著作用。本文通过对公务员激励制度的研究，就是要给公务员制度改革提供参考，避免消极因素造成的影响，解决考核激励流于形式、晋升激励缺乏保障和薪酬激励缺位僵化的问题，有利于建立健全我国公务员激励制度，发挥公务员内在激励因素，引导公务员加强激励。 研究我国公务员激励制度，对于激发公务员工作积极性，提高行政效率，实现公务员自身价值等具有重要意义。 关键词：公务员；激励；激励制度 Research on the Issues and Countermeasures of Chinese Civil Service Incentive System Abstract The issuing and implementation of Public Servant Law of the Peoples Republic of China will put the implementation of the civil service into the rule of law,but in the actual work carried out,due to the political system,the official standard thought,the monitoring agencies and other reasons which causing the civil service incentive system is difficult to promote satisfactory. Incentive system is the core mechanism of the modern state civil service law.On the one hand, the civil service incentive system through assessment, incentive, promotion, pay and benefits, such as material and spiritual means to stimulate the enthusiasm of civil servants, civil servants working to improve the motivation to improve the level of performance and efficiency of the civil service administrative work.
