The infl uence includes four aspects that the project cause to the property right’s arrangement of farmland and water foundation facilities, changes the water’s price system, leads to the change of water rights institution by changing the structure of the bodies that acquire their incomes from the water resources, and give rise to the originality of public fi nance institution between the central government and the local government. So we should establish the farmland and water management system that include the market regulative system fi rstly and the national regulation as a supplementary regulative body in order to guide to the farmland institution changes in the project fl owing areas , formulate the water price’s standard in term of the demand elasticity of water resources for make full use of the water resources from the project fairly, and set up the water resources management system that ha
