土木工程学科发展综合报告（2006） 刘西拉 中国土木工程学会 （Liu Xila, China Civil Engineering Society） Abstract China is at the start point of the accelerative urbanization process. A great number of infrastructural projects and residential areas are under construction. In the present report, the construction achievements are briefly introduced and the construction challenges are also point out frankly. In 2003, China government has advocated “Scientific Development Issue” as a strategic thought to emphasize comprehensive harmonic sustainable development. “Sustainable Development” should be a long-term strategic project in civil engineering in China. After discussion on the development trends of civil engineering from technical points of view some measures on sustainable development are emphasized, such as, to enforce a legal system and to standardize government functions, to insure the quality and safety and to clutch the education and training, to make strategic scientific and technical plans，to increase research funds, to develop information technique in civil engineering， and to pay more attention to engineering data accumulation. 一、 引言 中国目前正在进行世界上最大规模的工程建设。工程学科的发展与自然科学 学科不同，它不仅要受自然规律的约束，而且要受社会规律的约束。工程学科的 1 发展水平，不仅取决于以往的积累，更重要的是看社会的需要。随着国家经济持 续快速发展，中国已成为世界上建筑业最活跃与最繁荣的地区，建设规模和速度 高居世界前列。在大好的形势面前，我们必须看到我国人口众多、人均能源可采 储量远低于世界平均水平、水资源匮乏以及生态环境恶化的趋势未得到有效遏 制、我国平均受教育水平偏低、对大量涌入城市的农民教育培训严重滞后。在整 个国家从社会主义计划经济向市场经济转轨的过程中，政府的职能亟待转变。21 世纪的土木工程学科发展的趋势，在空间域上反映在从单纯单体工程分析发展到 对整个系统网络和环境的综合与控制，在时间域上反映在从单纯使用阶段的安全 设计发
