Abstract: Over the years, the development of vocational education in rural areas face many difficulties. The fundamental problem of rural vocational education is the question of funding is the country’s rural vocational education is defined as public goods problem is located at which a level of public goods problem. Although many scholars based on the classic definition for vocational education in rural areas subject to public goods, but in the new stage of agricultural development, rural vocational education defined as quasi-public goods can not effectively promote their coordination, healthy development requires a combination of theory and reality, from the supply of mode, external, regional, stage, product variability, system dependence perspective of rural vocational education in the public product attributes, with a view to government-run vocational education in rural areas provides a theoretical basis and recommendations.
