基于事故致因理论分析研究污染致因理论.doc

摘　要：污染是我国发展过程中遇到的问题中最为突出的一个问题。本文以水污染为例分析了我国水污染安全现状，与此同时，本文联系事故致因理论（虽然事故致因理论大多数的是分析研究对象是安全事故，但是此理论也与污染事件的原因息息相关),以事故致因理论中的海因里希因果连锁理论等为基础，分析了事故致因理论与导致水污染原因之间的联系，总结我国水污染事件发生的规律，从而建立和论证了水污染致因理论，得出管理失误才是水污染事件发生最本质的原因。之后通过该理论对具体的水污染案例的原因进行分析来验证其适用可行性。继而依据此理论，提出控制和预防我国水污染事故发生的措施,即要做到：完善我国水资源保护管理体制；完善水资源保护法律法制体系；加强水资源保护和污染预防及治理人才队伍建设；加强水资源保护信息管理。最后由此理论导出一般的污染致因理论。 关键词：污染 水污染 致因理论 事件分析 Analysis and Research of Pollution cause theory Based on Accident - causing -----With our water pollution, for example analysis and inquiry Wangbing （Zhongnan university of economics and law school of information and safety engineering safety engineering） Abstract:Pollution is Chinas development problems encountered in the process of the most outstanding a problem.
