财政助力教育以及未来发展 摘 要 财政教育是一个国家对教育经费及其他教育资源的统理，包括国家对教育专款及其他教育资源的筹备、分拨及使用的监察等。教育事业作为一个国家发展的最基础最根本的事业，它需要政府通过财政支出帮助其健康合理的发展。1986年，我国第六届全国人大会议发布了《中华人民共和国义务教育法》，在同年7月1日实施。这是一个最重要的教育立法，是新中国成立以来建立了一个标记的义务教育制度的标志。《义务教育法》提出：我国实施九年义务教育。各省，自治区，直辖市人民政府根据当地经济和社会发展情况，对义务教育法进行建立。”在教育范围的扩张和推广的同时，受教育人员的数量大幅增加，为了保证教育机会对等和教育质量，促使高等教育普遍化的进一步发展，教育经费必然会不断增加。同时，我们应该看到，相对于教育需求，教育资源总是稀缺的，这将导致二者之间产生矛盾。虽然教育资金一直缺少，但同时教育质量又不允许下滑。要解决这一问题，必须加强对教育经费的筹措和管理，开源节流，提高其利用效率。而这正是是教育财政支出的应有之意。因此，教育财政支出对高等教育事业的发展具有十分重要的意义和作用。 关键词：财政支出；教育财政体制；教育支出占GDP的比重 The financial help to education and the future development ABSTRACT Financial education is a country of funding for education and other educational resources management system, including of Education Fund and other educational resources of the countrys preparations, allocation and use of supervision.
