Abstract:T his paper makes a constructive exploration into the policy -
making principles in China from the perspective of the relationship betw een the
government and the communities, and argues that the choice of policy instrument
is subject to the public values of the society , w hich is of particular importance for
todays China to realize its goal of building a harmonious society.
